Highway 30 Expansion Project

Project Details

The expansion of Highway 30 will position the Beauharnois-Salaberry region on the intermodal transport axis and thereby generate significant returns for the region, i.e. an estimated $1.5 billion, including $1.2 billion for the Western section of the highway alone (including 2 bridges and 1 tunnel).

  • Job creation: an estimated 18,900 jobs per year throughout the construction of the Western section;
  • Savings from improved travel times: an estimated $222 million in savings per year;
  • Job creation potential: an estimated 450 jobs per year for the next 30 years;
  • Economic returns: over $200 million estimated for the Beauharnois-Salaberry RCM’s industrial parks;
  • Creation of conditions conducive to investing: over $5 billion estimated in investments over a 30 year period for the three RCMs, i.e. Beauharnois-Salaberry, Roussillon and Vaudreuil-Soulanges;
  • Improved access times and lower greenhouse gas emissions: as a result of having 47,000 fewer vehicles on the road per hour;
  • Reduction in the average distance to access the highway: from 18 km to 7.74 km.

Creation of the Highway 30 Economic Returns Committee

When the Highway 30 expansion project was announced, municipal and socioeconomic stakeholders from the Beauharnois-Salaberry RCM and representatives from four levels of government agreed to create a committee (CRÉA-30) whose primary mission would be to maximize the economic returns of the project.

While coordinating the efforts of the players involved, the committee was mandated to favourably position Beauharnois-Salaberry RCM businesses so they could take full advantage of the project’s returns and help develop temporary infrastructures, which could be used permanently upon completion of the project.

To carry out these mandates, the CLD hired Jean-Michel Billette to serve as Project Coordinator. Mr. Billette is responsible for developing and setting up a promotional strategy for Beauharnois-Salaberry RCM partners aimed at capitalizing on business opportunities generated by the Highway 30’s expansion. As a privileged regional spokesperson, he also deals with the consortium overseeing the project.
