Economic Redeployment Strategy

A Favourable Initiative with Unifying Objectives

In January 2008, the Beauharnois-Salaberry RCM established an Economic Redeployment Committee, a favourable initiative in line with the CLD’s actions.

The redeployment strategy is based on four core objectives, i.e.:

  • Consolidate available jobs;
  • Increase the number of jobs in the region;
  • Foster the growth of existing businesses;
  • Create new businesses.
 

Investments and Financial Support

OBJECTIVES

Consolidate the number of secondary sector jobs in the RCM to the current level, i.e. 4,386 jobs, and replace all lost jobs resulting from business closures.

In the next three years, increase the number of secondary sector jobs in the RCM to 5,700, i.e. create 1,300 new jobs over and above those that must be replaced as part of the first objective. Foster the growth of existing businesses at job creation and investment levels. Create new business opportunities in industrial niches.
STRATEGIES
Increase the retention and expansion of existing businesses. Ensure the availability of industrial lots to meet demand. Foster the arrival and/or start-up of new SMEs in the RCM. Further the development of the transportation and logistics sector.
PROJETS

1.1 Develop a growth and investment plan with 15 innovative SMEs of the RCM.

1.2 Help RCM subsidiaries develop regional projects.

1.3 Optimize the economic returns generated by the Highway 30 expansion project.

1.4 Enhance and establish Rio Tinto Alcan’s development fund.

1.5 Set up a bovine meat competitiveness cluster following the re-opening of the St-Louis-de-Gonzague slaughterhouse.

2.1 Optimize the use of currently unoccupied industrial lots and buildings.

2.2 Create an economic development strategy for the banks of Beauharnois Canal.

2.3 Plan and develop a business park near the 530-30 Highway network.

 

3.1 Set up an industrial incubator in line with existing support services.

3.2 Develop an industrial site leasing offer for small businesses (5,000 to 10,000 ft2).

3.3 Optimize prospecting activities.

3.4 Plan the reuse of Rio Tinto Alcan’s facilities.  

 

4.1 Further the Port of Valleyfield’s development.

4.2 Examine the feasibility of creating an intermodal logistical platform.

4.3 Support the creation of an agri-food platform.


Due to the financial support offered by the provincial and federal governments in December 2007, the CLD undertook a wide-scale regional economic diversification initiative.

Specifically, the region was granted:

These funds will be used as a springboard to launch mobilizing, structured and promising projects aimed at revitalizing the local economy.

 

Expansion of Highway 30: a Wide-scale Mobilizing Project

In November 2006, it was officially announced that the Highway 30 network would be expanded. The CLD believes that this major development project will generate excellent business opportunities for companies and investors. The 55 kilometres stretch of highway will serve as a considerable springboard for promoting access to Ontario and U.S. markets. The project is scheduled for completion in 2011.
